به دلیل عدم وجود نیروهای با تجربه، محدودیت‌های مالی و عدم نظارت در بازدیدهای دوره ای مؤثر، آزمایش‌های ایمنی، اصلاحات مورد نیاز در بخش موتورخانه و شبکه برق‌رسانی بود. میانگین وضعیت عدم نظافت اجزاء در این مراکز 61%، رسوب و خوردگی اتصالات 33%، زنگ زدگی 25% و بهم‌ریختگی و انباشتگی سیم و کابل 67% <a>بود</a><a class="msocomanchor" href="#_msocom_3" id="_anchor_3" language="JavaScript"
